Chapter 10.04 PARKING

10.04.010 Parking time limited.

A. No person shall park a vehicle for longer than five consecutive days at any time upon an alley, street, or highway within the town.

B. A vehicle parked longer than five consecutive days on an alley, street, or highway within the town may be removed and sold as an abandoned vehicle in accordance with the laws of the state.

C. No person shall junk any vehicle or park any vehicle on publicly owned property, other than alleys, streets, and highways, for longer than thirty (30) consecutive days.

D. Any person junking a vehicle or parking any vehicle on public property, other than alleys, streets, and highways, for longer than thirty (30) consecutive days, shall be notified by registered mail by the chief of police to remove such vehicle within five days. Upon noncompliance, the chief of police may haul the vehicle to the town dump, and assess all expenses and charges against the noncomplying person. (Prior code § 7-6-09)

 

10.04.020 Parking not to obstruct traffic.

A. No person shall park any vehicle upon a street in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.

B. Double parking of any vehicle for the purpose of loading or unloading is prohibited between Carbon Avenue and Park Avenue and from Main Street to the alley on both sides of the street in this area, unless under the direction of the chief of police. (Prior code § 7-6-10)

10.04.030 Loading or unloading at an angle to the curb.

A. The chief of police is authorized to issue special permits to allow the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privileges stated, as authorized herein.

B. It is unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit. (Prior code § 7-6-12)

 

10.04.040 Parking in alleys.

A. No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular travel, and no person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property.

B. No person shall park a vehicle within an alley for other than loading or unloading or for usual service activities such as garbage removal, etc.

C. No person shall park a vehicle in an alley for longer than ten (10) minutes unattended. (Prior code § 7-6-13)

 

10.04.050 Parking for certain purposes prohibited.

No person shall park a vehicle upon any roadway for the principal purpose of:

A. Displaying such vehicle for sale.

B. Washing, greasing, or repairing such vehicle except repairs necessitated by an emergency.

C. Selling merchandise or soliciting subscriptions. (Prior code § 7-6-14)

 

10.04.060 Parking adjacent to schools.

A. The chief of police is authorized to erect signs indicating no parking zones upon either or both sides of any street adjacent to any school property.

B. No person shall park any vehicle in any place so designated. (Prior code § 7-6-16)

 

10.04.070 Parking limitations--Generally.

The town council may prohibit or restrict parking on certain streets, and when signs are in place giving notice of any prohibition or restriction on parking, no person shall disobey such restriction or prohibition, except when it is necessary to stop a vehicle to avoid conflict with other traffic, or to comply with the directions of a police officer. 10.04.080 Parking limitations--Specific streets.

A. Main Street. When signs are in place in each block giving notice thereof, no person shall park a vehicle on Main Street between Carbon Avenue and Park Avenue for longer than two hours at any time between the hours of eight a.m. and six p.m. on any day, except Sundays and public holidays.

B. Side Streets. On the first block off each side of Main Street, from Carbon Avenue to Park Avenue, angle parking is permitted at all times. In addition, parallel parking without restriction as to length is permitted between the hours of nine p.m. and seven a.m. (Prior code § 7-14-02)

Chapter 10.08 PEDESTRIANS

10.08.010 Pedestrians soliciting rides or business.

A. No person shall stand in a roadway for the purpose of soliciting a ride, employment, or business from the occupant of a vehicle.

B. No person shall stand on or in proximity to a street or highway for the purpose of soliciting the watching or guarding of any vehicle while parked or about to be parked on a street or highway. (Prior code § 7-7-07)

 

10.08.020 Use of coasters, roller skates and similar devices restricted.

No person upon roller skates or riding in or by means of any coaster, toy vehicle, or similar device, shall go upon any roadway except while crossing a street on a crosswalk, and when so crossing such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians. This section shall not apply upon any street while set aside as a play street as authorized by ordinances of the town. (Prior code § 7-7-09)

10.12.010 Obedience to traffic control devices.

A. Any person operating a bicycle shall obey the instructions of official traffic-control devices or signals applicable to vehicles, unless otherwise directed by a police officer.

B. Whenever authorized signs are erected indicating that no right or left or U-turn is permitted, no person operating a bicycle shall disobey the direction of any sign except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians. 10.12.020 Speed.

No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing. (Prior code § 7-8-06)

 

10.12.030 Emerging from alley or driveway.

The operator of a bicycle emerging from an alley, driveway, or building, shall upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk or sidewalk area, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on the roadway. 10.12.040 Parking.

No person shall park a bicycle upon a street other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle or against a building or at the curb in such a manner as to afford the least obstruction to pedestrian traffic. (Prior code § 7-8-10)

 

10.12.050 Riding on sidewalks.

Whenever a person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian. (Prior code § 7-8-11)

 

10.12.060 Violation--Penalty.

Every person convicted of a violation of any provision of this chapter shall be punished by impounding of such person’s bicycle for a period not exceeding ten (10) days. (Prior code § 7-8-13)

Chapter 10.16 MISCELLANEOUS PROVISIONS

10.16.010 Purpose.

It is the purpose of this chapter to protect the surfacing of the streets in the town from damage by excessively heavy vehicles. (Prior code § 7-16-05)

 

10.16.020 Prohibited vehicles.

Any vehicles capable of carrying weight in excess of a gross vehicle weight of thirty thousand (30,000) pounds shall not be permitted to drive upon any residential street within the town, except for the purpose of making delivery or pickup of goods at a location within a residential area. (Prior code § 7-16-01)

 

10.16.030 Residential streets designated.

All streets which lie between any area zoned residential A or residential B areas shall be considered as residential streets, except that the following streets shall be exempted from application of this chapter regardless of zoning:

A. Main Street;

B. Park Avenue, west of Main Street;

C. Carbon Avenue, east of Main and west of D Street;

D. Broadway Avenue, east of Main Street. (Prior code § 7-16-02)

 

10.16.040 Special permit requirements.

Any vehicle capable of carrying a gross vehicle weight, may be exempted from the provisions of this section when all of the following conditions are met:

A. Travel is to and from the property which is within one block from the exempted streets.

B. The vehicle to travel such distance is empty.

C. In the opinion of a majority of the town council, travel upon a requested street will not unduly damage the street, or its surface.

D. The owner of the vehicle, or operator, has received a special permit from the town council authorizing the special travel. (Prior code § 7-16-03)

 

10.16.050 Penalty.

Any person driving a vehicle upon the streets of Bridger in violation of this chapter shall be subject to the general penalty of this code. (Prior code § 7-16-04)

 

Chapter 10.20 SNOWMOBILE REGULATIONS

10.20.010 Drivers license required.

Snowmobile operators must have a valid Montana Driver’s license in their possession to operate on the streets of Bridger. (Prior code § 7-15-09)

 

10.20.020 Operation restricted to certain streets.

No snowmobile shall be operated on Main Street except in transit over a cross street at a ninety (90) degree angle. (Prior code § 7-15-01)

 

10.20.030 Speed.

Snowmobiles will travel in single file only on the right side of the street at a speed not to exceed fifteen (15) miles per hour. (Prior code § 7-15-02)

 

10.20.040 Uses restricted.

Snowmobiles may be operated on the streets only as means of transportation, and shall not be operated on the streets for recreational purposes. (Prior code § 7-15-03)

 

10.20.050 Sidewalks and private property.

Snowmobiles may not be operated on private property without the permission of the owner, and at no time shall they be operated on sidewalks, posted areas, parks or school grounds. (Prior code § 7-15-04)

 

10.20.060 Hours of operation.

No snowmobiles shall be operated on the streets after ten p.m. and prior to seven a.m. (Prior code § 7-15-05)

 

10.20.070 Loud noise.

All snowmobiles shall be equipped with exhausts required by the laws of Montana, and shall not be operated in a manner to produce excessive noise or be set in a manner commonly known as tuned exhaust so as to disturb the peace. (Prior code § 7-15-06)

 

10.20.080 Pulling sleds.

No snowmobile shall pull any skier, sled, or other combination vehicle by rope or flexible coupling. (Prior code § 7-15-07)

 

10.20.090 Operation.

Snowmobiles must be equipped with brakes in working order, with head lights and tail lights which shall be turned on at all times while operating on streets. (Prior code § 7-15-08)

 

10.20.100 Violation--Penalty.

Any person violating the provisions of this chapter shall be subject to fine and imprisonment in accordance with the general penalty of this code. (Prior code § 7-15-10)
